The cultural center consists of five venues and one ring. The five venues serve as the library, cultural hall, multi-functional theater, workers, youth and women's service center, and comprehensive experience exhibition hall. The spatial layouts of these venues are independent of each other and moderately integrated. While integrating "book reading, educational training, mass services, art performances, exhibition display, comprehensive experience, smart service, and commercial consumption", it maximizes resource sharing, echoing the inclusive characteristics of the high-tech zone.
